Preschool Setting
The regular classroom has been the most common setting for preschool children with disabilities over the past 10 years, according to the Twenty-Second Annual Report to Congress on Implementation of the Individuals with Disabilities Education Act. The U.S. Department of Education stated in its FY 2000 plan that increasing the number of children with disabilities in regular education settings was an important goal in the improvement of special education. The percentage of preschoolers in regular education programs rose from 42.2% in 1988-89 to 52.5% in 1997-98.
